Pricing for real use, not for the system
Pay for what you use. No subscriptions. Only successfully completed actions are billed, not the size of your organization or the number of users – Tvarka Sign does not charge a per-seat fee.

No fee for the number of users
The Manager and the whole team can work with Tvarka Sign without any restrictions. The Manager (or an authorized person) manages the organization's users. External people you invite to sign do not have to buy a Tvarka account just to sign your document.
Only a successful QES is billed
A failed, cancelled or unfinished signing is not charged.
The Tvarka e-signature is free
The internal Tvarka e-signature costs nothing, but it is not a qualified electronic signature.
QES pricing
For e-signing, Tvarka recommends Lithuanian eID cards (issued after 2024-01-01) or USB tokens – the most secure, most convenient and cheapest means of qualified electronic signature (QES).
Why pay for Mobile-ID if you have an electronic signature on your ID card? The card's qualified signature certificates are issued free of charge and carry no monthly fee like the one mobile operators charge for the Mobile-ID service. In Tvarka, signing with the card is also 30–40% cheaper, and no reader is needed – you hold the card against your phone (NFC).
Smart-ID, Mobile-ID and LT ID QES cost the same. The signature price decreases with your organization's actual monthly QES count. The more signatures you use, the lower the price.

One QES means one person's signature. If three people sign the same document with a qualified signature, that is three signatures.
Free personal plan on your phone
For private individuals, the Tvarka Sign Android app offers a free personal plan: 10 qualified electronic signatures (QES) per calendar month – free of charge.
- PDF documents are signed with the Lithuanian eID card by holding it against your phone (NFC) – no reader needed;
- no account and no payment method needed: the card itself confirms your identity;
- the document is processed on the platform only during signing and is deleted once you download it;
- the limit renews every calendar month; the plan is for personal (non-business) use.
The app is coming to the Google Play store soon. The terms are described in section 16 of the terms of use.
Initial balance
Your first QES signing may require a payment method and an initial balance. The initial balance is not a signature bundle and not a subscription – it is needed to prevent abuse and is used up in full to pay your Tvarka.Pro invoices (for Tvarka Sign or other services).
The initial balance is enough to get started and try Tvarka Sign with no commitments.
Fewer payments and fewer invoices.
VAT is calculated when the balance is used for a paid action or an invoice is issued, not as a charge on the balance top-up itself.
End-of-month billing by agreement
If you plan to use Tvarka Sign regularly, contact us and we will sign a regular-customer agreement. This is not a subscription for the system or a commitment to pay fixed amounts. The invoice covers only your actual use during the month at the prices listed above.
For contract customers who make very little use of Tvarka.Pro paid services, Tvarka.Pro may apply a minimum €5 administration fee, but if you do not use our services at all, you pay nothing.

FAQ
Does Tvarka Sign have a subscription?
No. You pay only for actual use. Contract customers are invoiced at the end of the month, but that invoice is for real signings, not a fee for the system.
Do I have to pay for each team member?
No. Team member seats are unlimited. Only each user's QES signings are billed.
When is a QES charged?
Only when a QES signing completes successfully. An error, a cancellation or an unfinished attempt does not count as a successful QES.
Does an external signer pay for themselves?
Usually not. If you invite an external person to sign your document, their QES is attributed to your legal entity's use.
