Signing an existing ADOC file after the 2026 change to Lithuania's state ADOC tool

What changed on 6 January 2026

The Office of the Chief Archivist of Lithuania reorganised its tool for signing and checking ADOC documents. Private individuals can still create an ADOC document there, sign it and check an ADOC file they hold.

The tool no longer adds another qualified electronic signature to an existing ADOC document and no longer creates signatures with the registration, visa or approval purpose. Legal entities without their own document management infrastructure are referred to other providers; an ADOC can also be created on the government e-services portal.

The Office also points to the Law on Documents and Archives: a legal entity has to keep electronic documents that need special tools to open authentic, reliable and accessible for their whole retention period.

How to add your signature in Tvarka

Tvarka Sign signs an .adoc you received as one of your own documents: the existing signatures and metadata stay intact and your qualified signature is added under the ADOC-V1.0 specification. ADOC documents created by other systems are signed the same way.

Registration, visa and approval signatures

ADOC-V1.0 provides not only signing but also registration, visa and approval signatures, used by the document management systems of institutions. For institutions and system vendors the Tvarka Sign API creates ADOC documents with the required signature purpose: the system sends the document, Tvarka builds the container, collects the signatures and returns the signed .adoc. No setup fee, you pay per signature.

What to do with the ADOC files you hold

Any ADOC file opens in the free Tvarka reader right in the browser: nothing is uploaded, and you see the documents, annexes, metadata and the number of signatures. The free signature checker confirms that the signatures are valid; keep the signed document together with the verification result.

Can I sign an ADOC created by another system?

Yes. Tvarka adds a signature to any ADOC-V1.0 document, whether it was created by the state tool, a document management system or another provider.

Do the earlier signatures stay?

Yes. Adding a signature leaves the existing signatures, metadata and content unchanged, so the earlier signatures remain valid.

What does it cost?
